Mangrove forest is considered a natural valuable common property resource supporting livelihoods of coastal communities both directly and indirectly. In 1975, Khanh Hoa had 3000 ha of mangrove forest. However, as ineffectively implemented local authority conservation principles combined with limited awareness of local communities on the long term benefits of the mangrove ecosystem, many such areas in Khanh Hoa province have been destroyed for agriculture, urbanization and frequently shrimp aquaculture.

According to Khanh Hoa Agriculture and Rural Development Department, in 2000, the total area of mangrove forest in Khanh Hoa remained about 100 ha. In fact, mangrove destroyed areas are not ideally suited to shrimp farming because of acid sulfate soils. On the other hand, the spontaneous development of intensive shrimp culture has produced large amounts of waste water and solids which cause water pollution and outbreaks of disease. The biggest lost in Khanh Hoa, at 2 million USD, was in 2001.

Many local farmers are now in debt and have to cease culture. Consequently, hundreds of shrimp farming ponds in the mangrove destroyed areas are now fallow. The local authorities are aware the negative impacts on environment and the long term benefits of mangrove ecosystem management. In 2004, the local authorities invested in the replanting of 2ha of mangroves belonging to Van Tho commune, Van Ninh, Khanh Hoa. The overall aim of the project is to replant 10 ha of mangrove in the destroyed areas unusable for other purposes. Concurrently, it is to improve awareness of the local communities on protection, sustainable use and long term benefits under the ‘code of conduct for responsible mangrove management’.

Based on co-management principles and community participatory, the project working team will coordinate with Van Ninh People’s Committee, Department of Agriculture & Rural Development to organize and carry out the following activities:

-Conducting a sustainable Project Management Unit (PMU;

-Surveying and selecting areas in Van Ninh District where the level of local commitment will allow the sustainable replanting new mangroves;

-Organizing a workshop on purposes of the project and potential benefits in terms of increased natural productivity resulting in selection of volunteers participating the project;

-Selection of suitable species, collection and replanting the seedlings;

-Monitoring monthly and protecting the area from exploitation and destruction;

-Improving awareness on “Protection of natural mangrove ecosystem and its long term benefits” with target beneficiaries focusing on local staffs and communities through different activities viz workshops, preparing panels, leaflets.

Project Update: September - November 2006

September - October 2006
• Completion of the administrative formalities to get selected area approved
• Marking the selected area by wood poles and fishing lines to prevent from other human being activities
• Fixing the pano at the selected area
• Organizing workshops on 'Purposes of the project and potential benefits on mangrove forest protection in
terms of increased productivity and environmental protection'
o Techniques on mangrove replanting & management of mangrove replanting areas

o Out put of workshops:
 35 local house holds and 5 local authority staffs participated in the workshops
 Setting up a sustainable Project Management Unit based on existing working groups and community participating
 Selecting local volunteers participating the project

October – November 2006
• Selection of species (Rhizophora apiculata Bl.) and collection of the mangrove propagules from Can Gio
Mangrove replanting forest, Dong Nai Province (Mekong Delta)
• Transporting the propagules from the Mekong Delta to the selected area for replanting (Van Tho, Van Ninh,
Khanh Hoa province) using van with air conditioner
• Gathering the propagules at the selected area & estimating weight and size of the propagules before planting
• Pre-treatment the propagules with pesticides & root growth promoting solution before planting
• Replanting the propagules at the selected area
o Shrimp pond banks of the local volunteers
• Supplementing the propagules at mangrove forest areas having currently low densities

Project Update January 2007

- After two months of planting, the diameters of mangrove stumps increase from 1.501±0.102cm to 1.530± 0.118cm and 1.537±0.092cm, at the replanting area and the supplementary area, respectively.

- The long of mangroves in crease from 20.825±3.564cm to 22.648±2.214cm and 22.870±2.409cm, at the replanting area and the supplementary area, respectively.

- Survival rates are about 76.60±7.733% and 79.80±3.194% at the replanting area and the supplementary area, respectively.

Project Update March 2007

- After four months of planting, the average diameter of mangrove stumps are1.534cm ± 0.961 and 1.533 cm± 0.111 at the replanting area and the supplementary area, respectively. The average long of mangroves are 26.656 cm± 7.334 and 26.400 cm± 11.069, at the replanting area and the supplementary area, respectively.

- Survival rates are about 71.60±5.367% and 72.80±1.789% at the replanting area and the supplementary area, respectively.

Project Update May 2007

- After six months of planting, the average diameter of mangrove stumps are1.6123cm ± 0.166 and 1.573 cm ± 0.162 at the replanting area and the supplementary area, respectively. The average long of mangroves are 45.633 cm ± 12.44 and 38.493 cm ± 14.7017, at the replanting area and the supplementary area, respectively.

- Survival rates are about 70.40 ± 2.966% and 69.60±1.95% at the replanting area and the supplementary area,
respectively.
